Program Evaluation Specialist

Our roots began in 1981 as the Montrose Clinic, with specialization in HIV education, testing, and treatment. Since then, the agency has expanded to 10 clinics in Houston, one in Baytown, two in Beaumont, and one in Deer Park with extensive services that include: Adult primary care, HIV/AIDS care, pediatrics, OB/GYN and maternity, dental, vision and behavioral health. We also service students within KIPP and YES Prep schools. Legacy is committed to driving healthy change in our communities.

Job Description

Legacy’s Program Evaluation Specialist (PES) is responsible for the implementation of program evaluation activities that monitor the performance and effectiveness of various Legacy programs and initiatives, including grant-funded programs. The PES utilizes evidence-based evaluative methods to evaluate programs, present evaluation results, advise on strategies to increase program effectiveness and monitor the impact of proposed program improvements.

Essential Functions

  • Works with Legacy’s Development Team to plan and implement internal program evaluation initiatives.
  • Gathers data and information from all available sources to facilitate program evaluation initiatives.
  • Works closely with internal program stakeholders to collect feedback and analyze program operations and workflows.
  • Prepares relevant documents, reports, and presentations that effectively communicate the results of program evaluation initiatives.
  • Assists the Development Team in identifying strengths and weaknesses of current programs and provides suggestions for potential corrective action.
  • Understands applicable grant requirements, including program evaluation and quality improvement requirements.
  • Review and provide advice on proposed operational policies and procedures.
  • Supports Legacy staff through increasing the organization’s self-evaluation capacity.

Education & Training Requirements

  • Bachelor’s Degree

Work Experience Requirements

  • Minimum 3 years of experience engaged in program evaluation activities
  • Proven expertise in quantitative and qualitative methodologies, operations research, health management information systems, reporting, data quality assessments, data analysis
  • Demonstrated strong management, coordination, teamwork, and planning skills
  • Strong technical skills, including the ability to process and analyze data using statistical software packages
  • Excellent verbal, written interpersonal, and presentation skills
