Human Capital Analytics Manager

Our roots began in 1981 as the Montrose Clinic, with specialization in HIV education, testing, and treatment. Since then, the agency has expanded to 10 clinics in Houston, one in Baytown, two in Beaumont, and one in Deer Park with extensive services that include: Adult primary care, HIV/AIDS care, pediatrics, OB/GYN and maternity, dental, vision and behavioral health. Job Description

The Human Capital Analytics Manager is responsible for developing and leading the Analytics and HRIS function. This includes recommending HR metrics/KPIs to evaluate, ensuring data accuracy, reporting results and trending, identifying trends and providing accessible, relevant, accurate and timely data to stakeholders. The Human Capital Analytics Manager will work to help build and transform the department from one that tracks transactional information into a practice that equips the organization with critical information to inform strategy, facilitate data-driven decision making and provide valuable insights into the agency’s operations and performance.

They are also responsible for all HR systems, including implementation support, vendor management and system reliability. They oversee and coordinate all HR systems to increase efficiency, quality and effectiveness, facilitate cost controls, and ensure reliable system performance and ensures consistent process documentation across the HR organization

This position has one direct report, an HR Analyst with HRIS responsibility. This position reports directly to the Chief Human Resources Officer.

Essential Functions

Leadership

  • Leads the Human Capital Analytics function, including managing oversight for all HR systems.
  • Leads and develops staff, formally and through project oversight. The role will eventually have one direct report, a Human Capital Analyst with HRIS oversight.
  • Support the new HCM and Shared Services implementation by leading People Operations process analysis, downstream data analysis, functional testing and supporting change management activitiesPerforms other duties as assigned.
  • Partner with Corporate partners and vendors in support of systems requirements including RFPs, system maintenance, upgrades, implementations, migrations and process optimization.

 

Human Capital Analytics

  • Partners with CHRO and organizational leaders on people data needs and trends, including benchmarking.
  • Recommends metrics/KPIs that provide meaningful evaluation of performance, including those that take a proactive approach through leading indicators that enable agility to adjust and achieve desired results.
  • Designs data storytelling presentations to share with various stakeholders.
  • Supports HR leaders with reports required by law to be filed with federal and state agencies, such as IRS, DOL, insurance commissioners, and other regulatory agencies are provided in an accurate and timely manner.
  • Partners with HRBPs and HR functional leaders to create reports and dashboards for department and organizational reporting.
  • Trains HRBPs and functional leaders on how to identify what to measure based on goals, how to use data and how to present and educate others with data.
  • Partners with HR functions on surveying and results analysis.
  • Remains current on data analytics tools and best practices, including emerging trends.

 

HRIS

  • Develops an HR technology strategy that supports efficiency, self-service, seamless functionality, data integrity and demonstrates understanding of agency objectives.
  • Leads innovative operational process improvements through ongoing and systematic review of existing structures, workflows and procedures.
  • Engages other HR functions and stakeholders to identify system needs, including functionality, configuration and permissions, to be able to source and recommend solutions. Translates solution functionality needs to system configurations.
  • Serves as liaison between functional HR leaders and solution partners, resolving issues and addressing concerns.
  • Provides guidance to the HRIS position and/or vendors for improving customer information access tools such as Sharepoint and the intranet to include design, ease of accessibility and updates
  • Develops strong partnerships with IT, collaborating on identifying needs, solution capabilities, configurations and integrations, solution selection and solution performance.
  • Creates standardized and automated reports for self-service, efficiency and ease to extract desired data and information.
  • Partners with various HR functions to deliver training within HR and to end users.
  • Supports timely and accurate compliance and regulatory reporting.
  • Audits systems and reports for data integrity and performance.

Education & Training Requirements

  • BS/BA in Computer Science, Statistics, Data Management, Human Capital or a related field or 5 years of relevant work experience
  • Master’s degree in discipline requiring data manipulation and analysis
  • ISO Certification/Maintenance
  • LEAN or similar process improvement design and implementation
  • Significant experience using business intelligence solutions, such as Tableau, and creating data visualizations, dashboards and standardized reports.
  • Experience with HR Systems and reporting tools (Workday, Greenhouse, CultureAmp, Reflektive, Compaas, BusinessObjects etc.)
  • Strong presentation and communication skills (both verbal and written), including the ability to simplify and communicate complex information and present to various audiences.
  • Ability to organize projects, meet deadlines and handle multiple demands, all while paying strong attention to detail.
  • Analyze and report trends, including developing data visualizations.
  • Computer literacy required, including advanced knowledge of Windows Office and Outlook particularly intermediate to advance skills with Excel.
  • Must be able to manage multiple deadlines and decision-making responsibilities.
  • Adept in decision-making responsibilities.

Work Experience

  • At least 5 years of experience in requirements gathering and being a liaison between stakeholders and solution providers and/or IT.
  • At least 5 years of experience in data science.
  • At least 3 years of experience successfully implementing and administering HR systems, including integrations and configurations.
  • At least 3 years of project management experience.
